SHEBS Consultancy is an evolution of an idea that started in 2002 as part of a village improvement project in the hinterlands of East Sepik in Papua New Guinea. Over the last two decades, directors, Dr Elizabeth Gumbaketi and Benedict Gumbaketi have strived to develop unique approaches to developing interventions at a community level in Papua New Guinea. Our work today exists to help our project partners and communities move towards achieving their development desires. While we have changed and evolved in what we do, what has remained is our core mission to deliver healthy communities for our people

Dr Elizabeth Gumbaketi is a public health professional from Papua New Guinea with experience across all administrative levels from her 30 years of service to the country. She was instrumental in developing and rolling out the county’s 2010 National Strategic Health Policy with the National Health Department before pursuing her PhD in Public Health Policy. As a theme leader for SHEBS Consultancy, Dr Elizabeth Gumbaketi brings an intimate understanding of the planning and development landscape in Public Health systems in PNG.

Built Environment & Facilities Monitoring System
As a construction professional with over 30 years’ worth of experience in the built environment sector in Papua New Guinea, Benedict brings unparalleled expertise in project development, implementation and management. Balancing private practice and academic pursuits in both PNG and abroad has enabled Benedict to bring in and localise ideas to create a conducive built environment. His PhD (2025) looks at developing IOT systems to evaluate healthy living and working environments across mixed-use developments experimenting across properties in the tropical environment.
